Freddie Mac's Primary Mortgage Market Survey, released October 29, 2026, put the 30-year fixed-rate mortgage at 7.24%, down from 7.32% a week earlier and up from 6.17% a year ago. Here in Shelby County, TN, this week's local read comes from Germantown, TN, where per Redfin's calculations from MLS and public records the 38139 ZIP's median sale price was $624,816 in September 2026, up 13.6% from a year earlier.
I'm Matt Mitchell, and my family has sold homes around Memphis for three generations. Every Monday I tie the national headline to what is happening on our streets. After Cordova, Arlington, Lakeland and Bartlett in recent weeks, I am in Germantown, TN this week, looking at its two ZIP codes side by side, because the headline rate moved and the Federal Reserve gave its answer on Wednesday.
What did mortgage rates do this week?
They eased for a second straight week. Freddie Mac's survey released October 29, 2026 put the 30-year fixed at 7.24%, down from 7.32% on October 22, and the 15-year fixed at 6.60%, down from 6.68%; a year ago the two were 6.17% and 5.41%. Freddie Mac's chief economist, Sam Khater, said the 30-year rate reached its lowest level of the month. That is real but small relief: 7.24% is still more than a full percentage point above where rates stood a year ago.
The standing caveat: the survey is a benchmark, not a quote. It covers conventional purchase loans for borrowers putting 20% down, with excellent credit, buying a home they will live in. A smaller down payment, a lower score, a condo or an investment property will price above it. Use 7.24% as the thermometer, then get a real quote from a local lender. The next Freddie Mac survey is due Thursday, November 5, 2026.
What did the Fed do, and what is the national picture?
The Federal Reserve left its policy rate unchanged on October 28, 2026, in a 10-2 vote; governors Cook and Hammack dissented in favor of a hike, and the statement upgraded its description of economic activity from solid to strong (investingLive, October 28, 2026). A central bank leaning toward hawkish is not what a mortgage shopper hopes to read, though mortgage rates follow longer-term bond yields more than the policy rate itself.
The housing data points the same direction. The National Association of Realtors reported on October 20, 2026 that pending home sales, contracts signed but not yet closed, fell 7.3% in September from August and 11.3% from September 2025, with NAR's chief economist attributing the weakness to fast-rising mortgage rates. That is a national survey of signed contracts, not a Memphis figure, but it explains why buyers are cautious and sellers are seeing fewer showings than last spring.
What does 7.24% cost a Germantown, TN buyer?
Here are the payments, principal and interest only, on a 30-year loan with 20% down, using the two Germantown, TN median sale prices below. At the 38138 median of $437,500 (a $350,000 loan), the payment is about $2,385 a month at 7.24% versus about $2,137 a year ago at 6.17%, roughly $248 a month more. At the 38139 median of $624,816 (a $499,853 loan), it is about $3,406 versus $3,052, roughly $355 a month more, or about $4,250 a year. On a flat $300,000 loan the payment is about $2,044 at 7.24% against $1,832 at 6.17%. Property taxes and insurance come on top; my mortgage calculator lets you add them in.
How do Germantown, TN's two ZIP codes compare?
They are different markets inside one city. Per Redfin's calculations from MLS and public records, 38139 (Germantown, TN) posted a $624,816 median sale price for September 2026, up 13.6% year over year, with a median of 32 days on market, down 6 days. Homes sold at 97.5% of list price, down 0.45 points, and 12.7% sold above list. About 49.5% of sales had a price drop, and 81 homes sold, up 18.5%.
The 38138 ZIP, Redfin's August 2026 read, is quieter: a $437,500 median sale price, up 0.9%, with 31 days on market, up 5 days from last year. Homes sold at 97.6% of list, 13.3% sold above list, 44.4% had price drops, and 120 homes sold, down 6.3%. The Shelby County page for each ZIP is the same source, but note the two periods differ: September for 38139, August for 38138, so do not compare them month for month.
Read that mix carefully. In both ZIP codes, nearly half of sales involved a price cut, yet some homes still sold above list. That is the signature of a market where well-priced, well-presented homes move and overpriced ones sit. These are modeled portal figures rather than an MLS statistic I pulled myself, and a ZIP median is not a street-level value; a larger-lot home near the Germantown Municipal School District's Houston High feeder schools and a townhome do not share a number. Verify any home's school assignment by exact address with the district's own locator, not a listing portal's school tab.
What should buyers and sellers do in Germantown, TN now?
If you are a buyer, get re-approved at today's rate, not the number you were quoted in the summer, so your price range is honest. With half of sales taking a price cut, you have room to negotiate, and a rate buydown or closing-cost credit is often worth more than the same dollars off the price at these rates. My homes for sale in 38139 guide and Germantown neighborhoods guide are good next reads.
If you are a seller in Germantown, price to where buyers' payments land today: a $355 monthly jump at the 38139 median is exactly what a buyer feels when they see your list price. If you want a number for your own home, see my Germantown seller page or start with my free home-value request. If you are comparing Germantown with its neighbors, my Eads neighborhoods guide is worth a look as well.
I will report where rates land after the next Freddie Mac survey in the coming Monday pulse.
